To make your fennel seed infusion use 1-2 tablespoons dried fennel seeds in a quart mason jar with hot water overnight.
For a cup of tea, use 1/2 - 1 teaspoon dried fennel seeds steeped in hot water for 15-20 minutes.
To release the oils of the seed it is a good idea to crush them a bit before making your infusions or tea.
